Scope and Contents

Included in this collection are proposals, contracts, specifications for buildings and utilities. Correspondence concerning this material is included.

Items in Series One: Agreements are mostly labelled in regards to a Job Bill of 1983 and concern buildings and businesses that brought jobs to Athens, Georgia. Items in Series Two are mostly contracts and specifications for buildings and utilities. Most of the specifications are in the form of a bound book with some attached materials. This comprises the bulk of the collection. One Specification is located out of series because of its oversize nature. Series Three: Correspondence is one folder with miscellaneous correspondence that is not connected with other projects and has bulk dates of 1978 to 1979. Correspondence may be mixed in to folders for other series. Series Four contains miscellaneous items that do not fit under previous series headers, including a Tax Receipt Book, photos and plans for two Urban Renewal projects, and publications from various city departments on varied topics including soil quality and regional policing. Series Five contains ledger books for the city of Athens.

Biographical / Historical

The Athens City Engineer collection spans the work of the Engineering Division in Athens, Georgia, which exists to assist the community through planning and maintaining transportation and storm-water drainage systems. This manuscript collection spans the years 1883 to 1982, encompassing multiple City Engineers. Engineer J.W. Barnett held the office, from 1890 to at least 1912 based on engineering trade magazines from the era. The collection mostly includes items from Engineer Jack Garlington Beacham who took over the position on May 15, 1930. According to the collection, Beacham was responsible for the design of the J.G. Beacham Water Filtration Plant which is still in use. He also designed the Water Pollution Control Plant and the Broad Street Bridge over the Oconee River. He retired from the position in March 1968.

Beacham was a native of Athens, Georgia born in 1906. Beacham received his degree in Civil Engineering from the University of Georgia before becoming City Engineer. He was highly active in the Athens community and is remembered through the J.G. Beacham Water Treatment Plant he designed. He was also active in local organization outside of engineering. Beacham married Dora Lutrelle Coffee, who passed away in 1975. He remarried to Mary Echols before he passed away on December 21, 1977. He is buried in Oconee Hill Cemetery.

Overview

The Athens City Engineer collection contains materials from the City Engineer office from the inclusive dates of 1883 to 1982. The bulk of the items are dated from 1957 to 1980 and contain primarily agreements, contracts, and specifications for development projects in Athens including additions to the water treatment plants, business developments, and parks. The collection also collects miscellaneous publications from other Athens departments like the police, as well as items relating to urban renewal in Athens.
